This is a step by step tutorial for how to gather fabric by hand. You can use this method to add a ruffle, gather a puff sleeve, etc. (I swear the coordination between my shirt and the fabric I'm using was an accident.) I'm using a 2 to 1 ratio of gathering for this video, which means I'm gathering 20" of fabric down to 10". The higher the ratio, the more "poof" your gathers will have. 2 to 1 or 3 to 1 is pretty standard, but for super full skirts, you could very well see 4 to 1 or 5 to 1 ratios and beyond.
